The team behind the proposal

About Landon's Law

An independent legislative initiative grounded in lived experience and strengthened through public consultation.

Meet Kendall and Landon

Kendall Shook is a disabled U.S. Air Force veteran and service-dog handler. Landon, her yellow Labrador retriever, was trained by Brigadoon Service Dogs, an Assistance Dogs International-accredited organization. The team graduated in April 2024.

Experiences navigating inconsistent service-dog recognition, access restrictions, and enforcement prompted Kendall to develop Landon's Law.

This is proposed federal reform, not current law. The initiative is independent of government and does not issue service-dog credentials.

Working teams belong at the center

Individual handlers, including owner-trained and program-trained teams, are essential stakeholders. We welcome trainers, disability advocates, legal professionals, and people who disagree with parts of the proposal, including mandatory registration.

No organization speaks for every service-dog team. Stakeholder consultation is intended to improve the proposal before formal congressional outreach.

One team. Many settings.

Service-dog teams navigate transportation, healthcare, workplaces, housing, education, and public spaces. Landon's Law examines how recognition, access, safety, and accountability could work more consistently across those settings.
